Felix-Jules Méline (1838-1925), lawyer; Minister for Agriculture 1883-5; President of the Chamber of Deputies 1888-9; Prime Minister 1896-8. The issue of the medal is doubtless connected to the Méline tariff, a French protectionist measure introduced in 1892, a reflection of an emerging confluence of interests among the industrial bourgeoisie, large landowners and peasant farmers
