RICHELIEU CARDINAL DE: (1585-1642) Armand Jean du Plessis. French Catholic prelate and statesman who served as Chief Minister of State of France 1624-42 under King Louis XIII. The Red Eminence, as he became known, exerted a large influence on civil and religious affairs. A significant L.S., Le Card. De Richelieu, with holograph subscription, two pages, folio, Saint-Jean de Morienne, 17th August 1630, to Claude Bouthillier, in French. Writing at the height of a major plague epidemic in France, Richelieu informs his correspondent of his current situation and travel plans, ´Je me dépêche pour vous dire que je suis parti de Saint-Jean de Morienne, qu'il était temps de quitter avec une grande famille et l'abort des gens que vous savez qui est chez moi. Après l'homme de Du Mont, un de mes laquais est mort fort subitement, cela m'a fait séparer de ma famille. J'en ai envoyé une partie d'un côté vers Grenoble ; l'autre par Aiguebelette pour demeurer vers le Pont de Beauvoisin avec défense d'aller à Lyon. J'ai prié toute la noblesse qui était auprès de moi de prendre tous partis, les uns allant en Piémont, les autres se retirant chez eux, avec ordre de ne passer point par Lyon´ (Translation: ´I am writing to inform you that I have left Saint-Jean de Morienne, as it was time to depart with a large family and the servants you know who are staying with me. After the man from Du Mont, one of my footmen died very suddenly, which forced me to separate from my family. A final paragraph, in another hand, states ´Monsieur d'Orléans étant décédé je vous prie de m'envoyer les brevets pour M. de Châteauneuf et remercier le roi encore une fois de la grâce qu'il nous a faite. Ce pendant je demeure, Monsieur, votre très affectionné à vous rendre service´ (Translation: ´As Monsieur d'Orléans has died, I beg you to send me the patents for Monsieur de Châteauneuf and to thank the King once again for the favour he has done us. In the meantime, I remain, Sir, your most affectionate servant´). With integral address leaf bearing two small red wax seals. The main body of the letter is in the hand of Denis Charpentier (1580-1647), Richelieu's first secretary, and the last paragraph was written by Pierre Cherré (1607-1689), another of the Cardinal's secretaries from 1629 onwards. A letter of engaging content and historical interest. Some light age wear, a few minor stains, and with occasional small, neat tears to the edges, otherwise VGClaude Bouthillier (1581-1652) Sieur de Fouilletourte, French statesman and diplomat who held a number of offices including Secretary of State and Superintendent of Finances. A shrewd diplomat, Bouthillier enjoyed exceptional favour with all factions of the French court, particularly Richelieu and Marie de Medici. At the height of his power he was the second most powerful man in France after Richelieu himself.The present letter was written during the Black Death epidemic that ravaged Savoy in the summer of 1630, causing thousands of deaths. In May, King Louis XIII, wishing to become master of Savoy, had invaded the country. But after being victorious, he had to turn back in July in the face of the epidemic. On 16th August, the day before writing this letter, the King wrote to Richelieu: ‘My cousin, I am very concerned for you since I heard that Dumont's valet had fallen ill with the plague in your lodgings. I beg you to leave this evil place as soon as you can...’ Richelieu left to join the King in Lyon, where he arrived on 23rd August.The letter demonstrates the vigorous measures Richelieu wished to put in place to ensure that no one who might be carrying the bacillus entered Lyon, and also provides a concrete sense of the dangers of the Black Death and the precautions to be taken: changing clothes and ‘perfuming’ letters before opening them. The Black Death epidemic that struck France between 1628 and 1631 killed around one million people. Experts estimate that a third of the population of Lyon was wiped out during this period.

LOUIS XVI: (1754-1793) King of France 1774-92, the last King of France before the fall of the monarchy during the French Revolution. Executed by guillotine on the Place de la Revolution at the age of 38. An historically important pair of Ds.S., Louis, as King, altogether eighteen pages (vellum), folio, Versailles, November 1787, in French. The first printed document (one of just thirteen send to the parliaments of France) is the Edict of Versailles (also known as the Edict of Tolerance) and is an official act headed ´Edit concernant ceux qui ne font pas profession de la Religion Catholique (Translation: ´Edict concerning those who do not profess the Catholic religion´), commencing with a preamble in which King Louis XVI revisits the revocation of the Edict of Nantes, noting that ´Une assez longue expérience a démontré que ces épreuves rigoureuses étaient insuffisantes pour les convertir´ (Translation: ´A fairly long experience has shown that these rigorous trials were insufficient to convert them´) and concluding thus ´nous ne devons donc plus souffrir que nos lois les punissent inutilement du malheur de leur naissance, en les privant des droits que la nature ne cesse de réclamer en leur faveur´ (Translation: ´We must therefore no longer suffer our laws to punish them unnecessarily for the misfortune of their birth, by depriving them of the rights which nature never ceases to claim in their favour´). There follows no fewer than thirty-seven articles, the first allowing ´ceux de nos sujets qui professent une autre religion que la religion catholique, apostolique et romaine [de] jouir de tous les biens et droits qui peuvent ou pourront leur appartenir à titre de propriété ou à titre successif, et d’y exercer leurs commerces, arts, métiers et professions sans que, sous prétexte de leur religion, ils puissent y être troublés ni inquiétés´ (Translation: ´those of our subjects who profess a religion other than the Catholic, Apostolic and Roman religion [to] enjoy all the property and rights that may or may come to them by title of ownership or succession, and to exercise their trades, arts, crafts and professions without being disturbed or troubled on account of their religion´) and the second, main article, recognises by law the validity of marriages between Protestants, stating ´Pourront en conséquences, ceux de nos sujets ou étrangers domiciliés dans notre royaume qui ne seraient pas de la religion catholique, y contracter des mariages dans la forme qui sera ci-après prescrite ; voulons que lesdits mariages puissent avoir dans l’ordre civil, à l’égard de ceux qui les auront contractés dans ladite forme, et de leurs enfants, les mêmes effets que ceux qui seront contractés et célébrés dans la forme ordinaire par nos sujets catholiques´ (Translation: ´Consequently, those of our subjects or foreigners domiciled in our kingdom who are not of the Catholic religion may contract marriages therein in the form prescribed below; we wish that such marriages may have, in civil law, with regard to those who have contracted them in the said form, and to their children, the same effects as those contracted and celebrated in the ordinary form by our Catholic subjects´). The remaining articles specify the terms and conditions of these marriages (which until then had been performed in secret, and had no civil status) and impose restrictions on the range of professions that could be practised by non-Catholics (prohibition of the judiciary, notary, etc.). Signed by the King at the conclusion and bearing two countersignatures including that of Louis Auguste Le Tonnelier de Breteuil (1730-1787) Baron de Breteuil, French aristocrat, diplomat and statesman who served as Secretary of State to the Maison du Roi 1784-88, and briefly as Chief Minister of the French Monarch in July 1789. The second printed document comprisies three pages and is entitled Tarif annexé à l'édit qui concerne ceux qui ne professent pas la religion catholique (´Tariff appended to the edict concerning those who do not profess the Catholic religion´) and lists the financial costs of the various legal procedures required by the new status of Protestants: marriage declarations, birth certificates, death certificates, etc. Signed by the King at the conclusion and again also bearing the countersignature of Baron de Breteuil. The two documents are bound together with the original green and red cords. An important pair of historical documents signed at a pivotal moment in the history of religious freedom in France. Some light, uniform age toning and light staining to the first page, as to be expected, and the interior pages generally much cleaner. About VGThe Edict of Versailles, signed by King Louis XVI on 7th November 1787, was an official act that gave non-Catholics in France the access to civil rights formerly denied to them, which included the right to contract marriages without having to convert to the Catholic faith, but it denied them political rights and public worship. The edict was registered in the Parlement of Paris during the Ancien Régime on 29th January 1788. Its successful enactment was caused by persuasive arguments by prominent French philosophers and literary personalities of the day, including Anne-Robert-Jacques Turgot, the American Benjamin Franklin, and especially Guillaume-Chrétien de Lamoignen de Malesherbes, minister to King Louis XVI, in conjunction with Jean-Paul Rabaut Saint-Étienne, representative of the Protestant community in France.In April 1598, King Henry IV, through the Edict of Nantes, established freedom of Protestant worship in France. In October 1685, through the Edict of Fontainebleau, King Louis XIV revoked this edict, once again prohibiting Protestant worship. Enforcement of the revocation relaxed under the reign of King Louis XV but remained law for a century.Under the Edict of Versailles, Roman Catholicism continued as the state religion of the Kingdom of France, but relief was offered to non-Catholic worshippers including Calvinist Huguenots, Lutherans, and Jews.The act aroused fierce opposition in the parliaments, which sent ‘remonstrances’ to the King on the subject, and among the clergy and the population. The Parliament of Paris declared ‘The edict allowing Protestants only to engage in commerce, the arts and crafts is not sufficient for Parliament. It demands that the edict formally exclude non-Catholics from the judiciary, public education and local government.’ But the King stood firm and responded by ordering the registration without modification of the Edict of Tolerance granting Protestants civil status.Whilst the Edict of Versailles did not proclaim freedom of religion across France, which would occur only by the Declaration of the Rights of Man and Citizen of 1789, it was however an important step in pacifying religious tensions and officially ended religious persecution in France.An extremely rare document of historical importance: A vellum copy of the edict was sent to each of the thirteen parliaments of France, with the name of the parliament inserted in manuscript. It was then printed on paper in 1788. The present edict is the one sent to the parliament of Libourne, i.e. that of Bordeaux. The parliament of Bordeaux had been exiled to Libourne in August 1787 in retaliation for its protest against the formation of provincial assemblies. These newly established assemblies were endowed with prerogatives that limited the powers of the parliaments. The original manuscript copy of the edict, in a secretarial hand, is housed in the French National Archives.

FOUQUET NICOLAS: (1615-1680) Marquis of Belle-Île and Vicount of Melun and Vaux. Fouquet was the Superintendent of Finances of France 1653-61 under King Louis XIV. He was noticed in his youth by Cardinal Richelieu who gave him important positions in the government and later advised him on this career choice. When Cardinal Richelieu died in 1642, Fouquet was successful in impressing his successor as chief minister, Cardinal Mazarine, who became his protector. After a glittering career, and having acquired enormous wealth, he fell out of favour, accused of embezzlement of the State´s funds and of lèse-majesté, disrespect to the King. For these reasons, Louis XIV had him imprisoned from 1661 until his death in 1680, the last sixteen years in the prison fortress of Pignerol, in the Alps (in what is now Italy), where he remained incarcerated in harsh conditions until his death. Extremely rare L.S., `Fouquet´, two pages, 4to, Paris, 3rd January 1659, to the Presidents Treasurers of France of the Finances offices in Bordeaux, in old French. The interesting content letter refers to the Kingdom finances and to the Taillon tax, at a time of difficult financial situation for the Kingdom, stating in part `Je vous envoie copies collationnées de deux arrêts du conseil. L´un concernant les gages des officiers des mar. Et l´autre pour les canons qu´il convient de prendre pour l´assurance des deniers du Roi. A quoi je vous prie de tenir la main suivant le devoir de vos charges, et de continuer surtout à travailler pour faire compter les receveurs généraux et particuliers du taillon depuis 1647… étant raisonnable que Sa Majesté soit secourue de ce qu´elle fait imposer sur son peuple…´ (Translation: “I am sending you enclosed copies of two council decrees. One concerning the wages of the officers of the navy. And the other for the taxes that should be taken for the insurance of the King's funds. To which I ask you to hold the hand according to the duty of your responsibilities, and above all to continue to work to have the general and particular receivers of the taillon counted since 1647... being reasonable that His Majesty be helped from what he imposes on his people...'”) Further Fouquet set things straight, saying `Vous avez intérêt… à éclaircir les affaires de Sa Majesté, et faire des deniers à l´épargne, l´établissement des bureaux n´étant fait que pour cela…´ (Translation: “It is in your interest... to clarify His Majesty's affairs and to save money, the establishment of the offices being made only for that...”) With address leaf, bearing to small and attractive crowned red wax seals in fine condition. Small creasing, otherwise GIn 1641, the 26-year old Fouquet purchased the manor of Vaux-le Vicomte, a small castle located 50 km south-east of Paris. He spent enormous sums over a period of 20 years building a château on his estate. In terms of its size, magnificence and interior decor, the chateau was the forerunner of the Palace of Versailles. Fouquet gathered rare manuscripts, paintings, jewels and antiques in profusion, and above all surrounded himself with artists and authors such as La Fontaine, Corneille or Molière. On 17th August 1661, Louis XIV was entertained at Vaux-le-Vicomte with a sumptuous fête, including a lavish meal served on gold and silver plates for hundreds of members of the court; there were also fireworks, a ballet and light shows. The King was astounded by this display of luxury. The splendour of the entertainment only aggravated Fouquet's precarious position by calling attention to the immense gap between his ostentatious wealth and the visible poverty of the crown. These extravagant expenditures and displays of the superintendent's wealth ultimately intensified the ill-will of the King. After his fall, Colbert admitted that "Fouquet managed to conduct his robbery while keeping his hands clean”.
