Hill, Maidstone, 1829.This remarkable and little-known 1829 pamphlet with no known references (including in the British Library and on WorldCat) proposes a sweeping vision for social and economic reform in Britain. Its ambitious plan includes the complete removal of all taxes, the rapid discharge of the national debt, and most radically, the total abolition of slavery. The anonymous author—humble about his capabilities—admits the work’s imperfections, stating: “The Author makes no apology for the imperfection of the little work here submitted... he leaves wiser heads to improve upon the general principles laid down.” Nevertheless, his ideas prefigure in striking ways the revolutionary propositions later articulated in Marx and Engels' Communist Manifesto (1848).Plans considered including the discontinuance of money for home purposes; Divide Great Britain and Ireland into districts and sections to be most perfect order in the distribution of employment and provisions; Appoint officers and officials etc.....Character and talent must be strictly attended to in the choice; form general and local committees from among the appointed officers; Government, commissioners and surveyors will point out the public works, and the committees will direct the same together with all local labour etc; The committees will make a selection from youth of both sexes, to be taught professions and trades etc according to rank, talents and capacities; an additional number of public schools, and private teachers may be prepared for the reception of every child according to the respective rank of their parents &c. &c.
